The program of “The Survey of Soil and Groundwater Contamination in Yunlin county in 2020” has been operated for the environmental sustainability. The work involves groundwater monitoring wells maintenance and groundwater investigation in wet season, to supervise and verify pollution remediation of regulated gas stations, advertisement of gas station regulations, dealing with emergency cases, and administrative assistances. The plan had been executed from January 1st to December 10th 2020, and the results of implementation are summarized as follows: The county’s 18 field-based monitoring wells and EPA’s 60 regional monitoring wells have been inspected and the internal function have been checked. According to the inspection results, 12 monitoring wells were maintained, and 7 well monitoring wells were repaired. The well conditions of the 4 regional and 21 field-based monitoring wells were evaluated, and according to the results of the well conditions, 2 regional and 11 field-based monitoring wells were re-completed and 5 monitoring wells were excluded foreign materials. There were 5 monitoring wells in the county for the implementation of well-sealing operations. Nine monitoring wells of Douliu Industrial Zone groundwater monitoring network have been tested in the dry and wet season, and the groundwater quality meets regulatory standards. Tracking the medium and high pollution potential of factories has operated at the Dasheng Chemical Industry Co., Ltd. Putong Plant. The work performed includes site survey, factory pollution reduction counseling, and inspection work. The documents of the underground storage tanks and the online application data of 58 gas stations have been checked, and major flaws in violation of the regulations of 3 gas stations were found. The major errors the online application documents, such as coordinates, business license licenses, and automatic liquid level meter brands, all requested to be updated on site. The soil gas monitoring well (SGMW) of 1 gas station have been checked and all results met regulatory standards. The county now has a total of 2 remediation sites, 5 control sites, and 2 groundwater restricted zones, and the project regularly conducts supervision and inspection of the site of the management according to the approved pollution site improvement plan. At present, all the pollution site improvement projects of the inspection results meet the requirements of the progress. Totally 3 pollution sites improvement completion verification have been operated, which were Qiqing Industrial, 6 green land sites in Douliu Industrial Zone, and Fuqiao Industrial. There were 6 cases of soil and groundwater people's sentiment and emergency response cases this year. The team of the project assisted in on-site sampling and analysis operations, and submitted the report on the results of the investigation within 10 working days. The remediation work of pollution sites at the 509-1 and 511 of Chuweichi Section in Huwei Town has been performed, and performed independent verification sampling work. In addition, a third impartial unit to perform final verification sampling and analysis operations has been completed. Investigation of high potential pollution areas in Yunlin Offshore Industrial Park (YOIP) and investigation of current situation of surrounding environmental pollution have been performed. The work includes sampling and testing of the 6 groundwater monitoring wells set up by the EPB outside the plant, the environmental assessment of the YOIP promised 3 soil sites, and the inspection data of the groundwater monitoring wells and neighboring monitoring wells of 10 monitoring wells for groundwater sampling and testing. The project completed the review of the 4 gas station completion reports, and all the amendments have been completed and submitted to the EPA for verification. All regulated control tasks, declaration reviews, and administration assistances have been carried and fulfilled as the requirement of the contract. The plan completed the review of the first, second and third online reporting operations in the 2020 year of the gas station in February, June and October this year, and both reported the records, analysis and review. The reporting rate and review rate for this year have reached 100%. The industrial area implements the soil and groundwater pollution remediation law 6th Article 3 to regularly check the soil and groundwater data and reported online. The online data of 11 industrial zones in the first half of the year and the 6 industrial zones in the second half of the year have been reviewed by this project. Totally 24 of the soil pollution assessment survey and inspection data review work announced in Articles 8 and 9 of the Soil and Groundwater Pollution Remediation Law have been carried out in this year. The work is completed within the review period, and the check-lists are signed by environmental technicians. On June 27th, the program held the "Gas Station Regulations Propaganda and Declaration Practice Briefing", with a total of 80 participants. On August 12th, the "Analysis and Reporting Practices for the Article 8th and 9th Regulations on Soil and Groundwater Pollution Remediation Law" was held, and the number of participants was 84. The project has completed 2 "School Storytelling Activities Seed Trainer Programs" and 1 "School Storytelling Activities" activities, including groundwater monitoring well photography and sampling demonstrations, soil and water pollution conservation announcements, and presentations and gifts for film and soil pollution books. In conjunction with the special exhibition for the 20th anniversary of the Legislation of the Soil Pollution Law, it was held in Songshan Cultural and Creative Park, Taipei City from October 21 to 26, 109.
